Detective Scott Lowen's investigative work appeared through Chelsey Koepsell's testimony, recorded interviews of Sarah Boone, and questioning about Abraham Moreno's earlier account. The court instructed jurors to treat the detectives' recorded opinions only as context for Boone's responses, not as true statements.
Scott Lowen
Scott Lowen was a homicide detective with the Orange County Sheriff's Office and Chelsey Koepsell's partner.
About
Detective Scott Lowen responded to the scene with Chelsey Koepsell on February 24, 2020, according to Koepsell's testimony. She identified him as her investigative partner, said he received the call while screening calls for their homicide team, and described his assistance with the case. Recordings played to the jury placed him with Koepsell during Boone's scene interview. Koepsell also testified that Lowen interviewed neighbor Vincent Battaglia while she interviewed Brandon Moats, and that she joined Lowen's interview near its end. She believed Lowen accompanied her during Abraham Moreno's interview.
Lowen's earlier interview with Moreno became a subject of defense cross-examination. Moreno acknowledged that he might not have told Lowen the whole conversation with Boone, but maintained that he believed he had reported her statement about trying to teach Torres a lesson. The court separately instructed jurors that Lowen's and Koepsell's recorded opinions and statements were not to be considered true, but only as context for Boone's reactions and responses. Later, the court directed both detectives to comply with sequestration by leaving, not watching the proceedings, and not discussing testimony or questions with each other. The defense said they remained under subpoena and might be sought for surrebuttal; no surrebuttal ruling followed that exchange.
